The Quality of Planner Workers on HR (Human Resources) Needs Planning Process Samarinda City Department of Health in 2013 (Supervisor: Drs.Ismail AB, M.Kes and Subirman, SKM, M.Kes).
Health Workers planning is a the estimation of the number human resources (HR) based on place, skill and attitude which needed to provide health services. The purpose of this study is to know the process of human resources needs planning of health workers in Samarinda City Departement of Health views from knowledge of planning task, related training with health workers humanresourcess needs planning and allocation/financing for health workersrecruitment. This type of research is qualitative research with Fenemonology approach. Data collection techniques conducted with in-depth interviews, observation, interview guide and documentation. Data analysis with data reduction,data presentation and verification.
Research results showed for health workers human resources planning specifically with mapping beforehand then analysis with WISN calculation but not match with stages guidelines of Kepmenkes No.81/Menkes/SK/1/2004 in 2004 there are key steps in the preparation of policy and health human resources development plan. The majority of officers planners do not quite understand with health human resource planning in accordance with the guidelines used, other than that not a lot of officers who are trained for health human resource planning, and also do not know the allocation of funds and human resources recruitment and training of health personnel.
The best advice for Planner Workers, need to improve the knowledge and training related to human resource health workers planning, should be in order to compose human resource planning of health personnel in accordance with the guidelines stages based on Kepmenkes No.81/Menkes/SK/1/2004 in 2004.
