Many excavation mining C in Samarinda city can be met in corner of the city mountain rock mining in nort sempaja village Samarinda city, the mining was done illegally or unlicenced,where as regulation Samarinda city number 12 years 2013 explains that every mining business in Samarinda city must have permit whether permits mining and permits environmental. Problem of the study in this study are how the impact of mountain rock mining unlicensed in nort Sempaja village Samarinda city, and how how the supervision of the mountain rock mining unlicensed
Research methods in this thesis is socio legal research, which this research focuses about individual‟s behave or public to the law. Sosio-legal research stressed the effectiveness of the rule of law, the legal compliance to the law enforcement, the implementation of the rule of law, the effect of the rule law about sosial issue or other wise and the influence of sosial problemsog the rule of law.
According to finding of the study that the supervision the Department of Mines and Energy and the Environment Agency is low because of the local reservenses and environmental damage
