There are some theories to support this study, they are; Educational Video which means a media that provides audio and visual that contain well-lesson concept (Riyana,2007), Pre-Service English as Foreign Language (EFL) voices that refers to the experiences of the students who are prepared to be an English teacher, and a model of creating educational video named Power point, Audacity, Camtasia, Internet, Filimora and Concept Map (Limbong, 2016) that would be evaluated by using Learning Object Review Instrument (LORI) (Leacock & Nesbit, 2007). The purposes of this study are to find the fourth semester of pre-service EFL teachers’ voices in designing educational video for teaching PACIFIC model through LORI framework, to know the results and barriers of designing educational videos that the fourth semester of pre-service EFL teachers did by using PACIFIC through LORI framework. This study used descriptive design (qualitative) which means it is used to describe the current event (Winarno, 2013). The researcher focused on the voices of pre-service English as foreign language in creating educational video by using PACIFIC through LORI framework. As the technique of collecting data, the researcher conducted interviewed and observation. Coding is used in this research. According to Gibbs (2007) coding refers to a process of identifying a passage in the text or other data. Total participants of this study were 6 students of the fourth semester of pre-service English as foreign language teachers. The result showed there were six ways in creating educational video that can be classified into three levels there are: very good, good and bad. Furthermore, those six participants have different results in fulfillment of Learning Object Review Instrument (LORI) framework. The results show that all of participants could not fulfill all the items in LORI. The researcher also found that the barriers that the fourth semester of pre-service EFL teachers faced were; Technological knowledge, Pedagogical knowledge and personal obstacle. In this research, the researcher concluded in designing educational video for teaching by using PACIFIC through LORI framework by the fourth semester there are two things that the pre-service teachers need to pay attention for there are; technological and pedagogical knowledge. By mastering those two items the learners will be able to create the best quality of educational video that can be used in teaching learning.
